Fans 100% No Screen Display XPS360i Will not Boot

Hello all I have a Problem I cant seem to find an Answer for. The issue is the fact my PC the XPS360i is not booting. It powers up but no display and the fans are running at their maximum speed(by this I mean all of them even the Graphics Card's). I tried removing things to take out Variables, but the results were the same. Even with nothing in the system except the Core it continued with the same boot issue. I have noticed that every time I plug it in it starts on its own. Aside from this everything seems to work. I even used an Old PC to test the RAM, Graphics Card, Hard Drive, and Power Supply.

Please I really need this PC back up can anyone give their support?
