I was sent a snip file via email and can't open up the snip attachment.  Is there a program for opening such a file.

I suspect that is a file on the computer of the person who sent it to you. Have them send you the actual file, not a link to it.

 

HTML is opened by whatever web browser you have set as default.

Apparently this file originated on a geneological heritage site.
