Unable to add friend on new XBox One

Hello folks. Okay, we have a new X-Box one, and for 3 days now I am unable to add a friend for my nephew's account on the Xbox. When logged in under his name, I go to add friends, and it says something along the lines of You do not have permission to do this.

So I logged in under my username, and I still can't figure out how to allow my nephew to add friends. When I look at the Microsoft help pages, none of the menus look anything like what I see on my Xbox one, this link isn't a Microsoft one, but it tells me how to do about the same thing, http://visihow.com/Add_Friends_on_Xbox_One, and none of my option windows look like what the examples show.

Please someone, write out a step by step for a moron like me, about how to allow my nephew to add a friend.

I am unsure if this is still the case, but a number of years ago I was able to create child accounts for my siblings and prevent them from buying items in the market place, adding friends, or playing games of a certain rating. This may be preventing him from adding friends. I would look at the xbox.com site and see if he is under any parental restrictions
