Windows server 2008 r2 slow login issue

I have an HP server running windows server 2008 r2 and once powered on or rebooted it takes 10-20 minutes after entering the login credentials to display the desktop. A few years ago i had a similar issue and it had to do with the DNS settings on the server. Our ISP may have changed recently could that have caused the long login issue now?

Please answer the following questions:

Is this server on a domain?
Is it a local Domain Controller?
Are the IP settings dynamic or static?
When you log in to the machine, does the Performance Monitor show any odd spikes?
Are there any critical errors in the Event Log?
