I bought a new HP Envy yesterday. I have a job that only accepts Windows 7 SP1. Along with other computer requirements. Since the computer is new, I can't go in and delete 10 upgrade to restore previous Windows. How do I get rid of 10 and get the 7?

You have to buy another copy of Windows 7.

Were I you I would simply return the machine and shop for one with Windows 7 installed.  These are still available, mostly via online sources.

If you do decide to downgrade this hardware from Windows 10 to Windows 7 be certain to take a full backup, including a full system image, or the Windows 10 installation before doing so.  Windows 7 has a very limited remaining lifespan, and it would be very unwise to hitch your wagon to it without having a way to bring back Windows 10 at a later date on the same machine.  Once Windows 10 is activated on a given computer it should be able to be reinstalled later at any time, without cost, but one can't count on that.  If you have your original installation to restore from you can at least get something that's a baseline for updating to whatever the current iteration of Windows 10 is at that point in time if you can't do a simpler version of the upgrade.
