Thanks for the update.

If you had to kick start the fan, then the PSU could be defective and should be RMAd.

What is the brand and model you purchased?

I don't think the MB needs changing, if you were trying to overclock the CPU, there may not be enough settings for voltage and multiplier tweaking, same might apply to RAM, but this does not mean MB bottlenecking, just a lack of higher end features.

 

Did you run the Windows fix Tool?   what were the results Phillpower2 mentioned?
