'Emulate' appls on newer hardware?

I have a bunch of old laptops and would like to run the appls on newer hardware. The hard drives may fail anytime. I could clone the drives and hope the laptops don't quit on me. I have install discs for XP but I know a VM also wants me to install appls using the install file/disc. Is there any way I can 'emulate' the OS and appls on newer hardware?
