File Creation & Access Date Question

I'm hoping someone can clear up a question I have regarding file creation and access dates.  There was a file downloaded on a family member's computer that has the "File Creation" date listed as 10/23/2013 08:27:55.  It also has the "Last Accessed" date listed as the identical day and time (as shown in image).  Does this mean that the file in question was downloaded but never viewed/opened as it seems strange that the creation and last access would be identical?  Any feedback would be greatly appreciated.

File Created = When file was created
File Written = When was last time something was added to file
File Accessed = When last time someone accessed (opened) that file
