The HP has a marginally better CPU and integrated graphics + it is out of the box new so worth the extra cash, neither are a formidable gaming notebook though, for gaming if funds will allow it you would be better off going for a notebook that has a dedicated IGPU, you should also make sure that any notebook has Ram that is at least 1600MHz, anything slower will cause a bottleneck.
Can You Run it will give the specs required for running most games, check here
I would probably choose the HP cause its brand new and has good specs that the Toshiba.
I am using DELL and it's good and working fine. I have two dell laptop.
I would take HP.

I'm using a Dell laptop and It is preforming well for me. I use it everyday for so many years for my internet activities like checking files and my social media sites. However, getting a better laptop will also depend on your needs or purpose. If it is a gaming laptop then one should consider its specification like a good processor, battery life and a graphic card for gaming.
