How do I add a Menu bar to Chrome?

My version of Chrome home page works well but it lacks the Menu bar (with File/Edit/View/.../Tools/Help). See screenshot.

 

How can I add it? Thank you.  .... batpark

There's isn't one, unless you're using OSX. At least, not built-in to the browser. There are extensions which will restore the menu bar. But out-of-the-box, the entire menu bar is contained within the "hamburger": the ≡ icon in the upper-right corner. If you can't find it, try pressing Alt+F. That should open it.
