Security Warning and blue screen on my desktop

Hi, I have a problem with my desktop wallpaper, I had a virus and I got rid of it but now I have a blue screen with this White Message: Security Warning. A Fatal error has occured at 0028:C0011E36 in VXD VMM(01) +00010E36. Spy.HTML.Smitfraud.c *System can not function in normal mode . Please check your security settings. -
Sorry but I can't see the rest because the icons are covering that part. I tryed right click and and went to desktop Properties and there are only two tabs, where are the other tabs? Why I can't get my wallpaper back. Please help me.
