If you want to create a Windows 8 or Windows 8.1 DVD follow the guide at below website Url link.

"Windows 8 and Windows 8.1 ISO - Download or Create"
http://www.eightforu...oad-create.html

You will need a Windows Setup DVD but if you don't have one and cannot create one follow below instruction.
Unplug any recent USB discs, CDs, DVDs etc. This includes a memory card reader too. Press the power button to power off the laptop wait 5 second then power on laptop and immediately press the F11 key repeatedly. The Windows Recovery Environment should start if not try again. On the Choose an option screen click the "Troubleshoot" then click "Advanced options". At the Advance options screen click Command Prompt and type below command one at a time.

bootrec /FixMBR
bootrec /FixBoot
bootrec /RebuildBCD

Restart the laptop to see if Windows boot normally. If you start your laptop with Windows Setup DVD you can follow same instructions above to execute bootrec commands.

Have a look back of the computer for COA Sticker use the product key on the COA sticker to download Windows 8 hopefully it will work as with “System Locked Pre-installation,” you’re not allowed to use that key to install Windows. If you try, you’ll get error messages about the key being invalid.

Create yourself a live linux CD and copy your personal files to external drive or media. KNOPPIX is a bootable Live system on CD, DVD or USB flash drives. You can try to reset laptop to its factory settings which will reinstall Windows O/S and applications come with the laptop follow the guide at youtube video to reset your laptop to factory settings if you cannot start the Windows Recovery Options then you will need to contact HP support to purchase a factory recovery CD's. If you can boot your laptop into Windows Recovery Options you can try Automatic Startup Repair and below commands.

bootrec /FixMBR
bootrec /FixBoot
bootrec /RebuildBCD
