delete temp files using %temp%, or disk cleanup?

Can I delete temp files in windows 10 by typing %temp%, I go to disk cleanup however it does not seem to delete all files in the folder this PC (OS) > userrs > Appdata > local > temp >. My question is can I just go too this location and delete all those files safely??
Other question,
So how does using disk cleanup differ then going to the actual folder and deleting those files? It seems disk cleanup does not erase all the files

Interesting, So if Disk Cleanup only cleans up files that are older than 7 days, why do I have files that are over two months old?

It's possible you had programs open that were using those files? You can't delete files that are in use / open in a program.
