Hello. Is it possible to create a "BOW AND ARROW" type of graphic on computer desktop so that whenever i click and drag mouse button a dotted line will form opposite from my dragging direction. If yes what programming language is this possible in?

With programming generally the world is your oyster. What you're describing is possible is most languages. The hardest part is picking a language. If you're newer to programming you may wish to start on something a bit easier like Python to allow you to understand programming. Lookup some tutorials on Youtube for python. Also, Codecademy offers Python courses.
