Can't delete pictures on iPhone through Windows 10 computer

I'm not sure if this is the right place to put this, but I'd figure I'd give it a go.

 

So I have a ASUS laptop that runs Windows 10.  I sync my iPhone to iTunes through this computer, but for the last few months, I haven't been able to delete any pictures on my phone through my computer.  When I plug my phone into my computer and load up the DCIM folder with the pictures on it, it opens up 191 folders, each containing pictures within them, instead of all of the pictures being in one place.  Then, when I move the pictures to my computer and go to delete it, it says I do not have permission to delete this item.  I've checked my Properties settings on my computer and I've checked my settings on my phone to see if those have changed and nothing seems to be out of the ordinary.

 

If anyone could give me some idea as to how I could fix this and clear off some space on my phone, I'd really appreciate it!
