outlook 2007 retrieve mail from outlook.com error 3216

I am having trouble with my wife's outlook 2007.  it was downloading email 1 day, then the next it would not connect.  It gets the following:

 

Time: 6/10/2016 3:21:45 PM
Error in Mail
There is an error synchronizing your mail account. Please verify your account is configured correctly by first accessing your mail on the web.
Error: 3219. Server. An error occured in looking up the user's information in mserv.

Error with Send/Receive.
There was an error synchronizing your folder hierarchy. Error : 80041004.

I tried deleting the outlook 2007 profile and re-adding.  I uninstalled the Outlook Connector. 

 

I went to outlook.com and was able to sign in there.

 

Another odd problem, is that the PC is a WINDOWS 10 (64 BIT) and I have a profile. When I use outlook 2007 under my profile, it works. 

 

 

Any help would be great, since the features of outlook 2007 are nice to use.

Thank you.  I will look into this and try. This will take a while since there are a ton of suggestions and I am going out of town for a bit.  So it will be a couple of weeks.  Thanks again for finding the article and all of the suggestions.

I use Firefox usually.  But sometimes edge and somtimes IE.  They all seem to work when I look into her account.
