What do you call the process by which I can view and control the operation of another person's PC?

 

Using a W10 deskto, I would like to remotely observe and control the operation of a desktop with XP. How do I set that up?

There are several free utilities out there that will get you set up with a remote connection. Some that come to mind are join.me, TeamViewer, and Chrome Remote Desktop and are especially handy when connecting between different platforms. But if you’re in a pure Windows environments, here’s a look at how to enable the built-in Remote Desktop utility in Windows 10.

You are very welcome batpark.

I advice you to stick with TeamViewer its very easy to use you don't need to configure nothing except for installing TeamViewer on computers you want to remotely connect to.

For example I use Litemanager for Remote Desktop Connection in Windows 7, 8 or 10: Access a PC from another in a different location
