What do you call the process by which I can view and control the operation of another person's PC?

 

Using a W10 deskto, I would like to remotely observe and control the operation of a desktop with XP. How do I set that up?

For example I use Litemanager for Remote Desktop Connection in Windows 7, 8 or 10: Access a PC from another in a different location

There are several free utilities out there that will get you set up with a remote connection. Some that come to mind are join.me, TeamViewer, and Chrome Remote Desktop and are especially handy when connecting between different platforms.
