Hello shawn77bird,

What is your Operating System? For how long it stays at that level? Please run the troubleshooter:
  • Press the WindowsKey.png + R buton combination in order to open the Run dialog. Inside it, type "control panel" without the quotes and press Enter.
  • Go to System and Security -> Security and Maintenance -> Troubleshooting
  • Click System and Security -> Windows Update
EDIT: When the troubleshooter opens, click on Advanced and then Run as administrator.
