1. that  the other end reciever dont need to have same app

2. runs on internet

3. free

4. Runs in my country INDIA

 i had searched the internet but GTG is my last hope

You might try Google hangouts.  Works great here in the US.  Don't know about India.

its a messenger only i have used it

I use it for telephone calls all of the time here in the US.  Offers me Video Calls, Phone Calls and Messages.
