Close Process Explorer.  Right click on the Clock and Start Task Manager.  Click on Processes then on Show Processes from All User then once on the CPU column header.  This should sort things by biggest CPU just like we did for Process Explorer.  What CPU %  does System Idle have?  DWM?  System?

System Idle has constantly changes numbers anywhere from 55 to 98   System 05 DWM 02

My System Idle only changes from 89 to 98.  System is 0 - 1 DWM also 0-1

 

Can you see what is eating the CPU % when System Idle drops to 55?

when system idle drops the only one that looks like it increases is MsMpEng and svchost.exe changed so much fast hard to get exact number but at times in 30s
