When I start Win 7 it goes to 100% CPU at once and stays there. If I can get the taks manager to work, I can stop one of the three  regsrv32.exe *32 and it will go down to 10-15 then right back to 100% CPU. I can only get the laptop to run anything if I run it in safe mode with networking. That is how I am asking for help right now. I have run adwcleaner, JRT, Norton and Malwarebytes. They all came up with something which they fixed but it still runs at 100%. I really need help.Thanks

I see this quite often at our shop.  There are a few things you can TRY to do, sometimes they work. 

I always manually fix it myself, but the automated way is to download a windows 7 patch called (kb3172605).

 

you can also disable the superfetch service, and disable win update service temporarily (although I dont like to recommend the disabling of win updates to clients).
