I developed a problem last night with my Dell desktop with W10 -- when using Chrome most of my web sites ( like NYTimes and Politico would display the first page and then stall, displaying error messages like "these pages have become inoperable: Wait or Kill.") I found similar behavior using IE.
Without turning the PC off, I put the problem aside overnight to be investigated further. This morning I found this error message:

DO NOT SHUT DOWN OR RESTART THE COMPUTER. call 1-888-518-1112.
For your safety, closing the Chrome browser has been disabled without support of the Microsoft-Certified technician to avoid corruption to the registry of your OS.

Can someone please tell me whether this is a legitimate message or just an unscrupulous attempt to scare and sell me services?
1. Can I/should I really not turn off the PC? Can MS really " disable my closing Chrome?"
2. Right now my PC shows a blue screen full of symbols and a message "BSOD DRIVER PROBLEM. Call PC Support Technician."
I would be grateful for advice on how to proceed. ........ Batpark
