Open exactly one new IE Window
Drag the edges of the window out to almost full size and close it by clicking th cross in the upper righthand corner.

The next new window should open to that size.

Let me know.

Are you using Sun's Java?

Control Panel > Java Plugin > on the Cache tab click Clear

If you are using Microsoft's

In IE click Tools > Internet options > on the General tab click Delete files and put a checkmark top include offline content.
