I was looking to replace some parts in my old computer, and in a freak accident I dropped the motherboard and destroyed it.  Using the AMD Phenom II X4 965 Black from that, along with my old hard drives, I put it into a new build with a new case, motherboard, PSU, fan, graphics card, and RAM.

 

I thought it was running well for awhile, but I've been having random issues.  For example, I can barely start tf2, and it chugs along at around 5-15fps even on the lowest settings.  I can play overwatch on pretty high settings at 50FPS, but I have a friend with a similar build who runs it at 70FPS.  

 

Hard drive is wdc wd10eads 11m2b2

CPU:AMD Phenom II X4 965 Black

Ram: 8GB EVGA DDr3 SuperSC, 2400 (4gx2 kit)

Motherboard: 970A-UD3P, gigabyte

Graphics card: Asus Radeon R7 360

OS: Windows 10

PSU: 650W

 

I did a clean install of windows 10, didn't keep any files.  Is there any obvious reason why I should be having issues?

Your green HDD would be my first suspect for poor performance, not the best for an OS drive.   Does your friends PC have a different HDD?

Check you have the latest BIOS and Chipset driver.   Update if required, then,

 

1.   Do this so we know we have base settings.   Enter the UEFI/BIOS, > check date and time are correct, > go to the exit menu, > select Default or Safe settings, > Save and exit.

2.   Download/run CPU-Z, > http://www.cpuid.com...ares/cpu-z.html> Please take screenshot of the CPU, Memory and SPD.   Include in your next reply.

3.   Download/run HWinfo, > http://www.cpuid.com...ares/cpu-z.html > Go full screen, > take a screenshot, > include with next reply.

4.   Please try this programs to see if there are nay choke points in your system, CAM, > https://camwebapp.com/

Do you mean HWinfo or HWmonitor?

 

I downloaded cam, but I'm not sure how I would check for choke points.

Re, CAM.

The GPU field shoews no load, Where you playing a game during it's run.

Basic aim is to play a game at acceptable FPS, 45-60 (for you) with a smooth delivery.   Test by starting a game on medium settings.   If the target FPS is OK, look at the CPU load, if under 98%, increase game settings in steps until the CPU load is about 98%.  When 100% load shows, your CPU is the choke point for the GPU setting

The GPU load wants to be as close to 100% as possible, maintaining the target FPS, and the CPU load below 100%.   If the game drops below 30 FPS, acceptable gaming, that I would say is the choke point, for that game.

With 8GB of RAM installed, your RAM load shoud not go above 90%

 

Your temps are all good.

Main voltage and CMOS battery all show below specs. this could be false reading.   Please download and run Speedfan, upolad an expanded screenshot.

Please give the exact model number for the RAM installed.

First 4 are tf2, #5 and #6 are overwatch.  For overwatch, CPU stays in 90%+ and GPU stays at 100%.  In tf2, my GPU doesn't seem to have any pattern at all.

Here is speedfan, not sure exactly what you wanted.  

 

RAM is EVGA 8GB 2400 C11 DDR3 (4GBx2 Kit)

I checked the 3.3V in the BIOS and it says 3.353

I don't know why tf2 GPU usage is not shown, you may need to post on a tf2 Forum.   Overwatch looks ideal.

 

Speedfan looks better results, BIOS volt readings are when not under load.   Speedfan shows low 3.3v, probable false as you are not getting crashes.

 

RAM is showing as single instead of Duel Channel Mode.   Please check in the MB manual, pages #10 and #4,that it is in the correct slots,

Boot and enter the BIOS, .> select the M.I.T. Current Status, note down the Memory Frequency and Dram Voltage. > restart.

Please take a screenshot using HWinfo64.
