My Computer will not start in windows 10.

My computer will not start in windows 10.  A screen comes up and says " windows\system32\drivers\NISx64\1605050.00f\SymELAM.sys"  Error code: 0xc000000f   It won't even start in safe mode.  What could be the problem?

is there a way to start safe mode in command prompt?
