Mousepad disabled - F5 not working

I have a Toshiba Satellite laptop. Suddenly the other day the mousepad became disabled (the light was showing on mousepad). Normally F5 disables/enables mousepad. This didn't work. I restarted the computer using the keypad. The disable light wasn't showing at first but when I clicked to sign into my profile it came on and still F5 didn't work.

 

I used keypad to get into control panel and enable mousepad there. That worked but when computer was restarted the same issue appeared.

 

Any help greatly appreciated.
