i have tryed all kind of ways to fix it. Turned off services. Reinstaled windows and so on but nothing seems to help.

I have this problem also, seems to always happen from cold boot, warm boot or restart following updates or even after hibernation mode.

TAKES UP TO HALF AN HOUR ON SOME OCCASIONS TO GET BACK TO NORMAL.

I have tried  starting in safe mode and windows clean boot, but could not isolate the issue.

i would really appreciate some guidance, thanks.

Please start your own new topic giving your exact issue and the type of computer being used.   If a pre built like Dell, HP, give the model and number.   If a custom build, the full specs including the PSU model.

You problem may have a completely  different solution so starting your own topic means all subscribed members will see it, (new),   Posting in someone else's topic, (old) only members watching this topic will see it.
