Guys,

i have a problem , i live in a place limited to just one ISP , and they use towers to deliver their internet services where all people connected to the same tower will have the same IP ! this means if any one do something wrong in the play station network all the accounts under the same tower will be banned from PSN till the next time the tower changes IP's , any one can suggest a solution?

Don't think they allow help here to get around bans as they can't be sure you didn't get banned.

Maybe contact play-station and explain and they might help as they can tell different play station's connected to there network. Worth a try.
