Can I back up my Edge favorites?

I have done a lot of googling on this and it seems like no.  The file that a lot of sites says has the favorites doesn't have anything, you have to rely on syncing your system, but the setting for syncing is greyed out because I am not using a Microsoft account or a work account.  Is there anyway around this to either back up my favorites or turn syncing on, or must I abandon Edge?

 

I have seen several references to changing an entry in the registry to turn syncing on, but I don't know if they are current, and it seems risky.
