Can't get my system to start the BIOS

So I recently bought parts to make a computer, and my boyfriend and I put it all together. When we connect it to the HDMI, however, it returns the "NO SIGNAL". Because of that, we cannot even reach the BIOS to install the OS or any major updates. It's almost like the computer turns on, with all the fans running, but the system itself is not working.
We've tried unplugging and replugging everything back in, but we can't seem to get it to show up using the HDMI.
Another thing to note, is that every fan is running, but the two on the graphics card. Both the CPU and system fans work, but the ones on the graphics card do not, but the white light and the logo light up when we turn it on.

Hi :welcome:

 

To start I would remove the ASUS ROG STRIX Radeon RX 460 to see if the machine works only with the on-board graphics card.
