chrome_elf.dll is missing

Which anti-virus are you using? Some of them will eat chrome_elf.dll. See if you can reinstall Chrome with your anti-virus disabled. You may need to tell your anti-virus to leave ti alone or switch to a new anti-virus.

I think there is an issue which I have found that chrome_elf.dll is associated with chromium which is an open source web-browser project from which Google Chrome draws its source code.
You can navigate to this path and check if chrome_elf.dll is listed:
C:\users\user\appdata\local\chromium\application\36.0.1979.0\chrome_elf.dll
You can also run a full virus scan on the computer using the antivirus program installed on your computer or if required you can run Microsoft Safety Scanner on your computer and check if it detects anything.
