GPU/FPS and Windows 10 Bluetooth

So, before I built my computer, I was running some 4-core CPU with 8g of RAM and I was getting better FPS in games than I am now with the same GPU on a MSI 970 Gaming Motherboard AM3+, AMD 8350 4.2 MHz 8-core CPU with 16g DDR3 RAM with almost double the power. In one game, I had 40-60 FPS on my old setup with the same settings, now it's 15-20 if I'm lucky. I'm not sure what I need to change to fix that. All my drivers and BIOS are fully updated. I've checked several times.

 

My Bluetooth isn't working at all on my Windows 10. I have a USB dongle for the Bluetooth now but it doesn't work the way I'd like it to. It works pretty well for the most part, but certain functions aren't working on my headset because of it.
