My dad had 2 HDD's in his computer and wants to convert them to one. To my understanding, (which is probably wrong) this is called RAID, yes? What do I need to get this set up?

What does your Dad want to use the RAID fro?
What type of drives are install? Please give the brand and model.
This warning from Intel.
"If your RAID controller is not enabled, enabling the RAID controller is not recommended or supported when a SATA hard drive is the boot drive. Enabling the RAID controller might cause an immediate blue screen with the error code, 0x0000007b, followed by a reboot. To enable RAID, reinstall the operating system."
I know there are plenty of posts where enabling RAID after the OS install has been successful, you do stand a good chance of corrupting the system, so not something I would recommend.

He's just tired of picking a hard drive for one thing or going to the other one looking for something, just more for personal annoyance level.

Creating any RAID array specifies how Data is written to volumes, It does not specify how the Data is organized.
By default, Programs/User folders, including Downloads, are stored on C, usually Drive 0, unless you choose save to or copy to the second drive.
