Samsung Galaxy S3 Mini RAM/CPU Being Eaten Up

Is there some way to tame RAM and CPU usage on a Samsung Galaxy S3 Mini?  I finally figured out that my RAM and CPU is being eaten up.  Idk why.  I run a speed test on my phone once in a while and since last week my download speeds are 1/3 of what they used to be.  The speed test app came up and stated that this was due to high volumes of CPU being eaten up and lots of writing to disk.  I downloaded the Simple System Monitor app and can see the processes eating up CPU and RAM.  I've already uninstalled a lot of programs and turned off others that were using a lot of RAM & CPU time, yet, my RAM and CPU usage is still high. 

 

Are these apps just "programmed" to eat up as much RAM and CPU as they can find available?  Is there some way to prioritize which program can use what?  Any help I could get reducing this usage would be great.  It's keeping programs I want to run from running and a lot of apps I don't care to use came with the phone and no option to uninstall.

to uninstall them you should root the phone and use titanium backup to uninstall them
