"Package Microsoft.NET.Native.Runtime.1.0_1.0.22929.0_x86__8wekyb3d8bbwe was installed for a user, but not provisioned for all users. This package will not function properly in the sysprep image."
The error message indicates that one of the built-in apps is opened at least once with account on that device, which caused the app to initialize with that account, means the app is installed for a special account, to remove this error, login with the special account and uninstall the app from there.
