Help System 32 file missing

Hi
I am usually good at sorting computers out but this one has got me. It's my step dad's laptop hp compaq netbook which was built for him by a friend.
He switched it on the other day and the error he is getting is the system 32 file is corrupt and needs to repair using Windows xp disc it doesn't have a disc drive and I can't get it to boot from a USB any ideas what I can do?

There is no such a file as System32 there is a registry file called System and folder named System32, please give us the error message as its been displayed.

Have you use Rufus program to create bootable Windows XP USB flash drive.
