Motor sound on powering up PC

I recently installed an SSD and transferred Windows 10 from a 1TB HDD to the SSD (threads found here and here).

 

After the PC is at rest for a few hours, I press the power button on the tower and a motor sound kicks in about a second or 2 near the BIOS screen (where I can enter BIOS) and it stays constant throughout the PC operation. As a temporary fix, I found out that if I shut it down and press the power button again (sometimes 2-3 times), it stops making the noise. The noise is concerning but after the restarts, it seems to operate normally.

 

I've had a look inside the tower and there's nothing blocking the fans, which was my first thought. The noise seems to come from the front of the tower where the hard drives and the CD drive are. There's nothing inside the CD drive.

 

Please help.

(I know this won't help)

I have this same issue if I turn my PC on and off repeteadly. (I do so when I have power issues, like a loose connector.) And then it just stops with no aparent reason.

My apologees for not getting back to you. The hard drives are bit of hit and miss when booting up but I'm still trying to figure out as and when the sound returns. Sometimes it starts up, sometimes not. Also recently, my PC seems to think I've changed the CPU or RAM when I haven't. I did a thing to repair the files from here which worked but now one of my monitors (the 1 connected to the motherboard, not the graphics card) has stopped responding. Could this be a related issue?

 

Edit: I've already checked the fans, there are definitely no cables near them to create the motor sound.

 

Edit: I updated the BIOS to the latest version. I did a Memory Diagnostic Tool check on the RAM and it passed. Also the motor sound has stopped but so has the monitor that is plugged directly into the motherboard.
