I'd like to know which gaming PC is best for me to get within my budget range from these websites (Highest budget is $3,500 or $4,000)

The spec of computer that you will need depends on what games you wish to play and on what settings, can you let us know please.

 

Including an operating system, monitor, and keyboard + mouse within the budget range.

 

 

This will seriously restrict what you can purchase looking at the prices at your four links.

I'd like it to be able to run CSGO, GTA V, Rust, and H1Z1.

Check the links above and you will see that your budget will not cover your requirements, AED 6000 to 8000 would be more realistic I`m afraid.

I agree that having a bigger budget would more likely cover your requirements, but I also think that the following PC should be good enough for you. ( 3987 AED )

Just change the GPU to MSI GTX 1060 6GB ( +655 AED )

 

Replacing the Intel Core i5 6400 with an i7 6700 would be a big plus to avoid bottleneck by your CPU in some CPU intensive games but that would be out of your budget ( +500 AED ). 

But I guess you should be fine considering that while gaming your CPU will most likely always use the turbo boost frequency ( 3.3 GHz ).

 

P.S. That PC comes with Windows 10 Trial version installed, you should consider that too.
