My ISP tech examined my HP laptop which stopped providing Wi-fi and said you need an updated driver.

Unfortunately, the PC has no ethernet  outlet. Is it possible to download the driver from the HP web site onto a working Lenovo laptop, transfer  the driver to a thumb drive and install it on the HP PC's USB  outlet? If not, will I have to find someone with an HP Laptop to do it?

Should be no problem doing that.  I do it all of the time.  Just make sure you save the download instead of running it.

Yep just move it to a usb drive after downloading it with another laptop and put it into the affected one and run the download.
