My fault.  I usually work in the malware forum and the first thing we do is run a FRST scan.  Forgot we were in Games.

 

You can delete 

 

HKEY_USERS\S-1-5-21-2264090065-1336448463-196550333-1003\Software\Stardock

 

It doesn't appear that Start8 is still active but since you do have FRST now let it do a File Search for *Start8* and let's see if there are any more related files.

 

 

 

I would think that the X stuff would be part of the BIOS so it's possible that updating the BIOS or changing a setting in the BIOS or  setting it to Default might  help.

 

You can get a better view of your CPU and system with:

So I've deleted the start8 registry entry and did the registry search with FRST, here are the results:

Well, I've had an old version of bios, even a new one now, but not even back then or now it works. I also resetted to defaults, nothing. Before my PC was simply shutting down when I clicked X, now it does nothing. But no matter, even then it wasn't showing that it's ON, after the shut down.
I also experience weird CPU speeds, I tried some options in Bios, then I reached approx 60C temperature of CPU and ~3.77GHZ while doing nothing like gaming. I did a reset now, still stuck at 60C temperature and yet still having 3.66GHZ speed(Screenshot below). Could it be after I installed CPU-z? Or it just monitors my CPU? I'd love to hear some bios option advices too(as if I should increase the cpu multiplier or dram frequency above 1600MHZ etc)

I don't think CPU-Z does anything but look.

 

If the temps are up and it's not doing that much then either the heatsink is clogged with dust, the thermal paste needs replacing or the fan is dead.

Well, probably doesn't but then how to explain the CPU boost? I've been having 3.1GHZ and now it jumped to 3.66GHZ as i'd have overclocked it, at the same having more temperature(For the exchange of the speed). I also cleaned the dusts a week or two ago, also applied a new thermal paste and moreover, I can see that the fan is spinning as it should..And that only proves that the temperature is higher now because of the higher CPU speed. But yet, I resetted the bios settings already back to the standart

It still says OFF which is really weird...
And yet, what do I do to get my performance back, if it's not even really HDD, the temperatures were fine too, I cleaned the dusts and all. Reinstalled OS 3 times and even to different ones. Still having a performance downgrade, could it really be a bad OS(Even 3 times in a row?) Or more like a hardware problem which sounds more likely? And if hardware, then who could do it? My GPU?

Probably not software.

 

Your hard drive is showing errors and it's a Seagate so that would be my first choice.

 

Could you have changed a jumper or knocked one off on the motherboard when you were in there cleaning?  Changed an option in the BIOS?

As for the hardware, you also mentioned that HDD wouldn't really make such a performance drop as 20-25%.

A jumper? And what do you mean knocked off on the motherboard? And yes, I changed the bios settings a bit quite some times but I kept resetting them to default and now it's default also.

Some motherboards have groups of 2 or 3 or more pins and they set options by installing jumpers between pins.  The jumpers look like little boxes.  The motherboard maker usually has an online manual which details what the jumpers do and how to set them.  When they make a motherboard for a particular company's PCs they usually solder them the way the company wants.  

 

Do you have an online source for the BIOS setup options that I could look at?

Did you install the  all-in-one driver to your system from ASRock’s support

CD?  (See Page 23) That apparently controls the option you have been trying to get working.  Also allows you to set the fan speeds.

Aha I saw it too, the manual. Also, how about the jumpers on my motherboard?

Yes I did but I removed the ati catalyst control center. I will download and install the AMD all in 1 from the official website, just in case if my CD is out-dated. Will let you know if anything changes now.

Moreover, the page 23, it's A-tunning, doesn't mention anything about the X-boost, I never installed that tunning program also, should I install it and do smth there?
