With this cheapo product https://imgur.com/gallery/MbWQmserve the purpose of reading my external SD card from my phone so I can recover deleted photos from it using my PC?

Also, I dont necessarily "need" this answered but it would be great if someone had a good source to revover the deleted files from it on as well but i could figure it out myself if i had to

Yes. This device will enable you to (take out the SD card from the phone and) read the SD card directly with the PC. But I'd rather go with a known brand like this one from

To recover deleted photos you can try PhotoRec and Recuva.
