exe files do not run (Resolved)

most executables will not run, but exe's on desktop do such as adobe,  cannot download, launch most applications etc, prompts for "what do you want to open this file with?"

I have tried applying that through regedit.it crashes and does not execute

The fix seem to apply without crashing but the pc remains problematic. I can't even reinstall windows 10 because it will not execute the .exe files.

For whatever reason when a file was downloaded it would alter the file name by removing the dot before the exe and replacing with a "_". i.e. file_exe. Once I renamed the files with the dot they took on the icon properties and executed. I could not figure out how to fix that but no worries the reinstall took all of an hour. Case closed, thank you.
