  I did several new experiments with various combinations of spldr settings, services enabled/disabled, and so on, but nothing worked.  I have given up, and I've reloaded Windows.  I will be configuring it & reloading applications for a few days.

 

  Thanks to all who made suggestions here.  This thread should be closed; what the problem was remains unknown.
