DHCP address leases keep getting abandoned

Hello, I just set up an Ubuntu 14.04 server with DHCP and DNS services for multiple subnets.

I have 3 subnets configured in the dhcpd.conf file. 2 are beyond a router and one is on the same LAN segment as the DHCP server.

 

Devices on the routed subnets are receiving leases correctly, but the dhcp clients on the same LAN segment as the server decline the lease as stating the addy already exists. Here is the rub. It is an empty subnet except for the DHCP server and 3 dhcp clients with a range of 70 addy's available. The dhcpd.leases file shows addresses being issued and the binding state as active, but right below that entry is an entry for the same dhcp-client stating that the binding state is abandoned.

 

I know that the DHCP server uses an ICMP request to verify availability of the IP address prior to issuing and it seems to issue the lease initially, but is it possible that the ICMP request is still active  and it doesn't know that the desired device is the recipient of the IP address and it thinks the addy is on another device so that it issues and abandoned statement? I know that is a mouthful, sorry.

 

I can't find anything on the net describing this same phenomenon. I have set up about a dozen similar servers without this problem. Oh, and there are no other competing DHCP servers on that LAN segment or available via routing.

 

Thanks for any advice. Seems like I have hit the peak of my limited Linux knowledge although my general network knowledge is extensive and tells me I have other things in place correctly , but since I am a member of the "I am only Human" club, anything is possible.
