How to safely install transpicture.ocx?

Recently I downloaded a very old application called ST:STSC, a star trek tactical combat sim based on the ST: STSC boardgame. I've installed a few microsoft packages to help the software run but one file, 'transpicture.ocx', is keeping me from actually loading scenarios and from google searches I can't actually seem to find any ways to download this file safely. Does anyone know how I can safely get this file / register it without getting a virus in the process?
