I have two computers, called PC1 and PC2,  in different buildings, both with 50/20 Internet access, and are able to  ping each other through a VPN.  If I try to transfer a file from PC1 to PC2, should I expect to see something akin to the 50 mps download speed for PC2, or would the speed by limited by the 20 bps upload speed form PC1?

freebooter i think you confused what he meant by "both with 50/20 Internet access".

so that's 50 download 20 upload speed for both pc1 and pc2 and not 50 upload pc1 and 20 download for pc 2. sorry think it was me who misread your reply.

if both devices are not on the same local network then upload speed will be the limiting factor if the receiving device can download a file faster than you can upload it. so in your case any files transferred between pc1 and pc2 in either direction will always be limited to 20 Mbs less any overhead. (same thing freebooter said.)

if both devices are on the same local network (lan) then usually the limiting factor is the slowest connection type used between each device, wifi, 100Mbs ethernet, 1Gbs ethernet, etc. etc. but in unusual cases where the lan speeds are very very fast (fibre for example) then the limiting factor may change to the receiving devices physical storages write speeds.
