Best Android Tablet with expandable memory and GPS enabled?

I am looking to evaluate an app we currently have working on and iPad on an Android Tablet. Use is for our Volunteer Fire Dept in a remote area with beach rescue responsibilities.

Need about 8" (for mounting in trucks), expandable memory (loading maps with existing hydrants and beach markers) and GPS enabled (blue dot shows where we are vs the hydrants/beach markers).

Many of us go directly to the call and need the option of utilizing a personal device. Some have Apple and some Android, so finding a solution for both is a goal.

Any advice?
