Also, I can't drag and drop icons on my desktop. My pc is seriously messed up. And I don't go to bad websites and I surf very safely. Really strange...

Could I try that Tweaking program and check all the boxes to fix everything?

Wouldn't hurt to try all of the boxes.  Faster than reloading windows.
