Uncontrollable Pop Ups

This evening I started getting pop ups.
Even if IE is not running, I still the get the pop ups.
I can't figure out the source.
I have ran Ad Aware, Spyware Doctor, and Microsoft Antispyware....
They don't help....the pop ups still show up.
Most of the pop ups are either from www.loadingwebsite.com or www.inqwire.com
