Go in to BIOS setup.

See if it detects your new RAM.

Then Save & Exit.

Always a good idea to run memtest with new RAM.

Hi,the BIOS shows 8gb installed at 1333mhz and win10 shows 8gb aswell.

There doesn't seem to be any speed improvement with boot time though I haven't re-seated my cpu yet.

I will need to purchase some cds to run memtest86.

The heat should not be enough at start to slow things down.  Is this a 32 bit version of Windows by any chance?  You wouldn't see any improvement in that case.

Hi,no it s Windows Pro 64-bit.

Like I say I haven't run any heavy applications yet so will maybe see a speed boost then.

In CPUz the reading shows the CL as being 9 whereas the last RAM I had was CL11 I think but can't be 100% sure.

Get the free version of Speccy:

http://www.filehippo...download_speccy (Look in the upper right for the Download
Latest Version button  - Do NOT press the large Start Download button on the upper left!)
Download, Save and Install it.  Tell it you do not need CCLEANER.    Run Speccy.  When it finishes (the little icon in the bottom left will stop moving),
File, Save as Text File,  (to your desktop) note the name it gives. OK.  Open the file in notepad and delete the line that gives the serial number of your Operating System.
(It will be near the top,  10-20  lines down.) Save the file.  Attach the file to your next post.  Attaching the log is the best option as it is too big for the forum.  Attaching is a multi step process.

First click on More Reply Options
Then scroll down to where you see
Choose File and click on it.  Point it at the file and hit Open.
Now click on Attach this file.

Memory looks to be happy.

BIOS is A03.  Latest is A14

Dell Latitude E5420 System BIOS
This package provides the BIOS Update on Dell Latitude E5420 System running the following Operating Systems: Windows and DOS
 View details
File Name: E5420A14.exe
Importance: Recommended
Description: Windows/DOS (2.94 MB)
Release Date: 17 Jan 2014
Version: A14

We can look at the boot log and see if something is slowing it down:
Search for
msconfig
hit Enter
click on Boot tab
Check Boot Log.  OK
Reboot.

Find the file C:\Windows\ntbtlog.txt

Hidden file so if you can't see it:

Copy and paste the text into a reply.

Also

1. Please download the Event Viewer Tool by Vino Rosso
and save it to your Desktop:
2. Right-click VEW.exe and Run AS Administrator
3. Under 'Select log to query', select:

* System
4. Under 'Select type to list', select:
* Error
* Warning

Then use the 'Number of events' as follows:

1. Click the radio button for 'Number of events'
Type 20 in the 1 to 20 box
Then click the Run button.
Notepad will open with the output log.

Please post the Output log in your next reply then repeat but select Application.  (Each time you run VEW it overwrites the log so copy the first one to a Reply or rename it before running it a second time.)

Hi,I updated my BIOS again from A03 TO A14 but this time the RAM has dropped from 1600mhz to 1333mhz

On DELL the AO3 bios says beside it updated March 2014 but release date is 2011....whereas the 14 BIOS says January 2014.

I'm confused.

Here is my bootlog:

Nothing in the boot log.  Go back in to msconfig and uncheck Boot Log. OK.  No need to reboot.

Lots of problems in VEW.

Open an elevated command prompt:

type with an Enter after each line

sc config CldFlt start= disabled
sc config Netlogon start= disabled

Lots of the above errors.  Apparently some program called Waves or GTR 3.5 is having problems. Maybe not Win 10 capable.   Please uninstall.

Sometimes this is heat related.  Other times the BIOS may slow things down to save energy so check in the BIOS during the next reboot)  to see if you have any energy saving or quiet options turned on.

Copy the next line:

FOR /F "usebackq delims==" %i IN (`wevtutil el`) DO wevtutil cl "%i"

Open an elevated Command Prompt (or move to one you have open).  Right click and Paste (or Edit then Paste) and hit Enter.  You will get a few errors.  Ignore them.  This just clears the event logs so that when you boot the next time (after making the above changes) we will only see new events.

Reboot now and then run VEW again.

Hi....Once again thank you for taking your time to help me out...tbh I really don't know how you guys can give up so much of your valuable free time doing this.

I certainly couldn't do it....you must be pretty passionate about computers and have a helluva lot of patience.

I have had malware removal help and other advice on this forum all for free over the years,does the forum have a paypal donation button as I'd really like to help out with a contribution?

I uninstalled waves gtr as I don't use it anymore anyway.

In my BIOS I have disabled intel speedstep and C1 States.

After following your instructions here are the new VEW results:

Looks much better.  This error:

Log: 'System' Date/Time: 07/08/2017 23:13:02
Type: Error Category: 0
Event: 10005 Source: Microsoft-Windows-DistributedCOM
DCOM got error "1115" attempting to start the service tiledatamodelsvc with arguments "Unavailable" in order to run the server: {B31118B2-1F49-48E5-B6F5-BC21CAEC56FB}

is stupidity from Microsoft.  error 1115 means system is shutting down.  The tiledatamodelsvc service is set to automatically restart so when Windows says let's shut down guys it shuts itself off then says wait a minute.  I have to automatically restart so it starts trying to restart then gets swatted by the shutdown.  Vicious cycle which will probably make it a bit slow to shutdown but shouldn't slow the boot.

How is it booting now?

Hi,it feels a bit faster now....I also removed the password for login to save time.

my cpu seems to be running slightly hot at the moment but when I re-apply paste hopefully this might help the temp..

Should I step back my BIOS in-order to get the RAM back to 1600mhz @ CL11 or keep the newer BIOS with 1333mhz and CL9 ratings?

I'd try the latest A14 see what it does.

Forgot to answer you earlier question about how I can do this.  It helps that I am retired.  This is better than watching television.

I don't watch much TV myself either anymore(only football and comedies)I wish I was retired >>very jealous :)

bw could you give me a donation link to make a contribution to the forum?

I think I know what is causing my laptop to be so sluggish.....as I have had a similar problem before.

just opened task manager and my disk usage is at 100% and a good few months ago I got this problem and now I can't remember the fix.

When I got this issue the last time I found other people were reporting the same problem after a Windows 10 update.

I recently had win10 updated again this month so maybe microsoft have made a pigs ear of it again.

Make a Process Explorer log as before and post it.  I can tell what is causing the problem.
